Is Pakistan expanding its Nuclear arsenal ?!

Today I came across this interesting News Stories that Pakistan is expanding its nuclear arsenal and the Aid she receives from the US might be spent on developing new nuclear weapons. And it has raised the questions in US congress that US Aid to help Pakistan Army to combat local insurgency might be diverted to its nuclear program. The News article further added that Pakistan has about 100 Nuclear weapons already. While I am bit uncomfortable if this has to be the case, since Pakistan is already facing economics challenges and instead of improving country’s infrastructure or at least meet power demand why the heck we are developing more nuclear weapons when we already have about 100 of them.
